HC smash MCD on Roads for Commonwealth Games
MCD claims to be taking pains to ensure smooth roads for the 2010 Commonwealth Games in the Capital, the Delhi High Court is hardly impressed, saying “progress, if made, should be visible”. “Progress is not seen when you travel on many roads of Delhi. Much needs to be done before the Commonwealth Games,” Justice Kailash Gambhir observed on an MCD report on the condition of the city’s thoroughfares. The MCD is responsible for construction and maintenance of 94 per cent of roads in Delhi. On the bright side, the civic agency submitted before Justice Gambhir that potholed roads will soon be a rare sight in Delhi, courtesy a “municipal laboratory” recently upgraded and equipped with state-of-the-art equipment to test samples taken from road construction.
“The Municipal Laboratory has been technically upgraded and has obtained ISO 9001 certification. Now, the laboratory is fully equipped with the latest machines to test samples of road construction as per the CPWD specifications,” MCD counsel Maninder Acharya said. The civic agency has pooled in the expertise of the Sri Ram Institute for Industrial Research and the Regional Testing Centre to conduct quality checks on samples of road projects worth between Rs five lakh and Rs 25 lakh. Checks by independent agencies like the Sri Ram Institute will supplement the in-house testing done on samples by the Quality Control Cell of the MCD. “For works valued between Rs 1 lakh and Rs 5 lakh, the quality control checks are being conducted by the Superintendent Engineer concerned of the MCD,” Acharya submitted.
